This shell is intentionally simple and unauthenticated. It is not the app UI and does not expose Census control-plane actions.

Governance boundary

Cloudflare authority stays with Forge Governance. Census contributes source truth and manifests; Governance performs the protected deploy.

Next step ready

The lane can now evolve into a real frontend shell, API proxy, or authenticated app edge once those contracts are ready.
